Nigeria has never voted a state into existence except once, in 1963. Every other line on the map was drawn by a decree — and 37 of the 37 current units were created by a military government.

01 — The staircase

Lugard (colonial)

Northern and Southern Protectorates joined into one Nigeria for accounting reasons: the North ran a deficit, the South a surplus.

Bourdillon (colonial)

The South split into Western and Eastern provinces — the three-bloc shape that would dominate the First Republic.

Regions became federating units with their own premiers, marketing boards and, briefly, foreign missions.

Balewa government

The only region created by referendum, carved from the West — and the only minority demand of the 1957 Willink Commission ever granted.

Twelve states

Gowon (military)

Announced three days before Biafra's declaration. Splitting the East into three units removed the Eastern Region's oil and its coastline at a stroke.

Mohammed / Obasanjo (military)

Irikefe panel. The Federal Capital Territory was carved from Niger, Plateau and Kwara to give the capital no ethnic owner.

Two states created outside any commission — the first sign that creation had become an instrument of regime management.

Babangida (military)

Nine states in a single announcement, plus the capital's move to Abuja. Bendel disappeared; Delta and Edo replaced it.

Abacha (military)

The last exercise. Every state since 1967 has been created by a military government; no civilian administration has ever created one.
